The 15th IFNGO ASEAN NGOs WORKSHOP

1. The 15th of IFNGO ASEAN NGOs Workshop on Prevention of Drug and substance Abuse was graciously hosted by Singapore Anti-Narcotics Association [SANA] at Young Women Christian Association (YWCA) Fort Canning Lodge of Singapore during 23-25 November 2005. The Workshop was successfully organized with active participation of 122 participants and observers from 8 ASEAN and 4 non-ASEAN nations.
 

2. The Theme for 15th IFNGO ASEAN NGOs Workshop is “Enhancing the Partnership of NGOs, Community and Government ”

 
3. The Opening Ceremony was officially begun with the parade of flags of IFNGO and 10 ASEAN’s flags by Beatty Secondary School NPCC of Singapore. Then Mr.Poh Geok Ek, President of SANA delivered welcoming address. After that Guest-of- Honor, Mr. Mohamad Maidin BPM. Senior Parliamentary Secretary of Ministry of Homu Affairs delivered his speech to declare the 15th IFNGO ASEAN NGOs Workshop on Prevention of Drug and Substance Abuse officially open.
 

4. Together with the 15th IFNGO ASEAN NGOs Workshop, The following meeting were also held on 22nd November 2005 at Pool Terrace One:-

  4.1 The 10th Meeting of Regional ASPAC-NGO Management Board held during 14:30-15:30 hour
  4.2 The 27th Meeting of IFNGO Coancil Advisors held during 15:30-16:30 hour.
  4.3 The 34th Meeting of IFNGO Management Board held during 16:30-17:30
  4.4 The IFNGO Extra or dinary General Meeting held during 17:30-19:00 of 23rd November 2005 at Ballroom Hall. Mr. Marie Jean-Michel Gerad Lesage of NATReSA, Mauritius, has been unanimously elected to be new President of IFNGO severing from 2005-2007 to succeed Mr.Shirley Tissera of FONGOADA of Sri Lanka, Who completed his term of his presidency.

6. The highlight of the workshop always came up with recommendations which are required to implement and respond by respective member organizations. At the 15th IFNGO ASEAN NGOs Workshop held in Singapore, 17 recommendation have been adopted. The recommendations appear as follow:-
 
Recommendations of the 15th IFNGO ASEAN NGOs Workshop adopted on 25 November 2005

1. The 15th IFNGO ASEAN NGOs Workshop formally adopts the speech of the Honourable Mr Nohamad Maidin BPM, Senior Parliamentary Secretary, Singapore Ministry of Home Affairs, at the official opening ceremony on 23rd

2. Record thanks and appreciation to the Honourable Minister of State, Ministry of National Development and Mayor, Central Singapore District, Mr Heng Chee How for gracing the SANA Volunteers’Night and the official Farewell Dinner on 25th November 2005.

3. Grateful thanks and appreciation is recorded to the Government and people of the Republic of Singapore and in particular, SANA Singapore for the gracious and kind hospitality in hosting the 15th IFNGO ASEAN NGOs Workshop in Singapore, 22nd – 25th November 2005

4. Recognizing the importance and efficacy of an integrated, coordinated and holistic approach to overcome the drug menace and the incidence of recidivism, IFNGO ASEAN NGOs are encouraged to work closely and enhance the partnership with their respective Government and Community, to implement measures and programmes in preventive drug education, treatment and rehabilitation, and aftercare and continued re-integration of recovering drug users.

5. Recognizing the stigma and difficulties that ex-offenders, including recovering drug users, would face in seeking gainful employment and re-integrating into society, IFNGO ASEAN NGOs are strongly urged to collaborate with their Government, Community, and business and social organizations to adopt and implement measures and programmes, for example the “Yellow Fibbon Project” as presented at the 15th IFNGO ASEAN NGOs Workshop, for the aftercare and betterment of the welfare of the ex-offenders and their families.

6. Recognizing the role and importance of involvement by family in the rehabilitation and the re-integration of drug users, IFNGO ASEAN NGOs should include families in their concerns and programmes.

7. The IFNGO ASEAN NGOs commit to periodic review, update and/or implementation of innovative and effective programmes in preventive drug education, treatment and rehabilitation and aftercare and continued re-integration in perspective against overall efficiency and effectiveness of existing programmes, and share their experiences in these areas at the Workshop.

8. The IFNGO ASEAN NGOs to consider the proposal of holding the ASEAN Workshop on a biennial basis rather than annually. With the proposed system, the IFNGO ASEAN NGOs Workshop will alternate with the IFNGO International Conference, and there will be at least one IFNGO meeting held each year.

9. The IFNGO ASEAN NGOs to consider the proposal of changing the current hospitality system to one where the host NGO takes care of the conference and related expenses, and for all the participants to pay for their own accommodation and the conference fee as is presently done in the case of the IFNGO International Conference that is held biennially.

10. Record thanks and appreciation to NGO ANCC NCSW Thailand, ASPAC NGO and ONCB Thailand for jointly agreeing to host and organize the 16th IFNGO ASEAN NGOs Workshop in Thailand in November 2006.

11. Record thanks and appreciation to NGO ANCC NCSW Thailand, ASPAC NGO Thailand for jointly agreeing to host and organize the 16th IFNGO ASEAN NGOs Workshop in Thailand in November 2006.

12. Record appreciation to BASMIDA Brunei Darussalam for offering to host and organize the 17th IFNGO ASEAN NGOs Workshop in the year 2007 and the 23rd IFNGO International Conference in Brunei Darussalam in the year 2009.

13. Reiterate IFNGO ASEAN NGOs strong support of OFAP (Organizacao das Familias da Asia e do Pacifico) Macau, SAR China’s offer to host and organize the 22nd IFNGO International Conference in the year 2007.

14. Record thanks and appreciation to BERSAMA Indonesia for agreeing to explore the possibility of hosting the 18th IFNGO ASEAN NGOs Workshop in Indonesia in the year 2008.

15. Record sincere congratulations to Chairman of NATReSA Mauritius, Mr Marie Jean Michel Gerard LESAGE on his unanimous election as president IFNGO 2005-2007 at IFNGO’s Extra-ordinary General Meeting held in Singapore on 23rd November 2005.

16. The meeting also recorded hearty congratulations to Mr Marie Jean Michel Gerard LESAGE on assuming the office of President of AFROCAD-African Cities Against Drug Abuse.

17. IFNGO ASEAN NGOs Workshop are urged to consider including alcohol abuse and its harmful effects in its future deliberation.
