O. HOBART MOWRER AWARD
MR.THOM BROWNE’s consistent commitment to Demand Reduction Programs around the world makes him a “ natural “ choice for O. Hobart Mowrer Award. Currently, he is in charge of Deputy Director of the Office of Anti-Crime Programs, US Department of State, Bureau for International Narcotic and Law Enforcement Affairs, responsible for the formulation, coordination and implementation of US Policy and programs for Drug Demand Reduction. Thom has helped laid the foundation for drug treatment programs and networks in over 70 countries around the world. He has a unique connection to Dr. Shankman and Father Harold J. Rahm , two other award recipients being honored at the same occasion .
HARRY SHOLL AWARD
DR. SYDNEY SHANKMAN is the Founder and president of Second Genesis Inc. a pioneer program in Washington D.C. area. Dr, Shankman is a leading advocate of the TC Model. As a devoted supporter of Therapeutic Committee of America ( TCA ) since its inception, Dr. Shankman has been recognized for his contributions to his community and his heroic efforts to save the lives of hundreds of young people. A leading authority on behavioral disorders. Dr. Shankman is frequently sought after by governors, judges and legal authorities who search for and recognized therapeutic and rehabilitative intervention as a viable alternative to incarceration . As a member of Executive Council of WFTC, Dr.
Shankman furthered its scientific and professional goals.


DR. BIANCA COSTA BOZZO, former President of Italian Federation of Therapeutic Communities, is no stranger to the frontline responses to addiction and social problems facing people in need. As founder of Bozzo began a life-time commitment t the advancement of the TC program in
Italy. She joined the global effort in 1990 when she was name a member of Executive Council of WFTC. Dr. Costa Bozzo collaborates actively in scientific presentations and in furthering the WFTC’ s goals. She is the recipient of numerous awards recognizing her contribution in the social sector and as a member of the WFTC is a “role model” for outstanding leadership and commitment to TC objectives. Unfortunately Dr. Costa Bozzo was not able to the awarding ceremony in New York City due to her illness. Her son and nephew received the award on her behald. Her works in the WFTC has been an important factor in her life, that she was trurly here is spirit. Prayers for speedy recovery went out from President Msgr. O’Brien and all delegates of the Conference.

FATHER HAROLD RAHM, known around the world as Father Rahm, is President of the Brazilian Federation of Therapeutic Communities (FEBRACT) and truly a miracle worker. He has devoted himself to helping people with addictions since attending the seminar. When Father Rahm went to Brazil in 1964, there were few services for dealing with and addiction and certainly no formalized programs. He has been instrumental in founding a member of centers there, including “ Our Lord Ranch” is Campinas ( a city in Brazil ) and “ Our Lady of Guadalupe Prevention and Assistant Center” for female drug addicts. Along the way , he has authored 24 books and received numerous awards from Brazilian government and may community groups.
