In accordance with the provisional rules of procedure
for the 11th Congress
(A/CONF.203/2), the following
may attend or be epresented at the Congress
:

Member of States of the United Nations;
(b) Associate members of
the regional commissions of the United Nations;
(c)
Organizations that have received a standing invitation
from General Assembly to participate in the
sessions and the work of all international conferences
convened under its auspices, in accordance
with Assembly
resolutions 3237 (XXIX) of 22 November and 3280
(XXIX) of 10 December 1974
and

of 20 December 1976;
(d) Organs of United Nations
(e) Specialized agencies
of the United Nations and International Atomic Energy
Agency ;
(f ) Governmental organizations
(g) Non-Governmental organizations
in consultative status with the ECOSOC
(h) Individual experts in
the field of crime prevention and treatment of offenders
invited by
Secretary – General;
(i) Officials of the Secretariat
(j) Other persons invited
by the United Nations;
(k) Other persons invited
